A LITTLE BIT OF HISTORY
Steve Rustman and his first employee, part time University of
Missouri St. Louis student Howard Revelle, took a 14 bus contract in Kirkwood, Missouri to becoming a multi‐state operation with over 20 locations, more than 1,000 employees and 1,200 buses.
Their contracting operations spread from Missouri to Kansas and Illinois and ultimately placed them on the radar o f Ryder Student Transportation. Ryder purchased the contracting division in 1985 and not long after that, they changed their name to First Student Transportation.
Established in 1983
Florida Transportation Systems was established in 1983 to repurpose and distribute buses from the Rustman Bus Company contracting fleet. Once the contracting division was sold, FTS served as an outlet for the service and support o f Blue Bird’s factory direct sales. FTS was able to sell some commercial style buses and retail buses to contractors, but the dealership was limited in its permissions from the factory. However in 2000, the Florida Department of Education changed its procurement process to be a “menu‐style” bid and no longer factory direct. And that’s when FTS was able to make a difference.
